It supports immigration, customs (trade), agricultural, and FDA inspections as applicable. It includes sensors and surveillance systems to identify and classify drivers and their cargo as they approach a border crossing, the systems used to interface with the back-office administration systems and provide information on status of the crossing or events.
Connected Vehicle Roadside Equipment Field 'Connected Vehicle Roadside Equipment' (CV RSE) represents the Connected Vehicle roadside devices (i.e., Roadside Units (RSUs)) equipped with short range wireless (SRW) communications technology, as well as any other supporting equipment that leverage the RSU and are not described by other objects (e.g., a local roadside processor). CVRSE are used to send messages to, and receive messages from, nearby vehicles and personal devices equipped with compatible communications technology. Communications with adjacent field equipment and back office centers that monitor and control the RSE are also supported. This device operates from a fixed position and may be permanently deployed or a portable device that is located temporarily in the vicinity of a traffic incident, road construction, or a special event. It includes a processor, data storage, and communications capabilities that support secure communications with passing vehicles, other field equipment, and centers.
Driver Vehicle The 'Driver' represents the person that operates a vehicle on the roadway. Included are operators of private, transit, commercial, and emergency vehicles where the interactions are not particular to the type of vehicle (e.g., interactions supporting vehicle safety applications). The Driver originates driver requests and receives driver information that reflects the interactions which might be useful to all drivers, regardless of vehicle classification. Information and interactions which are unique to drivers of a specific vehicle type (e.g., fleet interactions with transit, commercial, or emergency vehicle drivers) are covered by separate objects.
Emergency Management Center Center The 'Emergency Management Center' represents systems that support incident management, disaster response and evacuation, security monitoring, and other security and public safety-oriented ITS applications. It includes the functions associated with fixed and mobile public safety communications centers including public safety call taker and dispatch centers operated by police (including transit police), fire, and emergency medical services. It includes the functions associated with Emergency Operations Centers that are activated at local, regional, state, and federal levels for emergencies and the portable and transportable systems that support Incident Command System operations at an incident. This Center also represents systems associated with towing and recovery, freeway service patrols, HAZMAT response teams, and mayday service providers.

It manages sensor and surveillance equipment used to enhance transportation security of the roadway infrastructure (including bridges, tunnels, interchanges, and other key roadway segments) and the public transportation system (including transit vehicles, public areas such as transit stops and stations, facilities such as transit yards, and transit infrastructure such as rail, bridges, tunnels, or bus guideways). It provides security/surveillance services to improve traveler security in public areas not a part of the public transportation system.

The physical object's interfaces support communication between transit departments and with other operating entities such as emergency response services and traffic management systems.
Transportation Information Center Center The 'Transportation Information Center' collects, processes, stores, and disseminates transportation information to system operators and the traveling public. The physical object can play several different roles in an integrated ITS. In one role, the TIC provides a data collection, fusing, and repackaging function, collecting information from transportation system operators and redistributing this information to other system operators in the region and other TICs. In this information redistribution role, the TIC provides a bridge between the various transportation systems that produce the information and the other TICs and their subscribers that use the information. The second role of a TIC is focused on delivery of traveler information to subscribers and the public at large. Information provided includes basic advisories, traffic and road conditions, transit schedule information, yellow pages information, ride matching information, and parking information. The TIC is commonly implemented as a website or a web-based application service, but it represents any traveler information distribution service.

The interfaces to the traveler provide general pre-trip and en-route information supporting trip planning, personal guidance, and requests for assistance in an emergency that are relevant to all transportation system users. It also represents users of a public transportation system and addresses interfaces these users have within a transit vehicle or at transit facilities such as roadside stops and transit centers.
Traveler Support Equipment Field 'Traveler Support Equipment' provides access to traveler information at transit stations, transit stops, other fixed sites along travel routes (e.g., rest stops, merchant locations), and major trip generation locations such as special event centers, hotels, office complexes, amusement parks, and theaters. Traveler information access points include kiosks and informational displays supporting varied levels of interaction and information access. At transit stops this might be simple displays providing schedule information and imminent arrival signals. This may be extended to include multi-modal information including traffic conditions and transit schedules to support mode and route selection at major trip generation sites. Personalized route planning and route guidance information can also be provided based on criteria supplied by the traveler. It also supports service enrollment and electronic payment of transit fares. In addition to the traveler information provision, it also enhances security in public areas by supporting traveler activated silent alarms.
Vehicle Vehicle This 'Vehicle' physical object is used to model core capabilities that are common to more than one type of Vehicle. It provides the vehicle-based general sensory, processing, storage, and communications functions that support efficient, safe, and convenient travel. Many of these capabilities (e.g., see the Vehicle Safety service packages) apply to all vehicle types including personal vehicles, commercial vehicles, emergency vehicles, transit vehicles, and maintenance vehicles. From this perspective, the Vehicle includes the common interfaces and functions that apply to all motorized vehicles. The radio(s) supporting V2V and V2I communications are a key component of the Vehicle. Both one-way and two-way communications options support a spectrum of information services from basic broadcast to advanced personalized information services. Advanced sensors, processors, enhanced driver interfaces, and actuators complement the driver information services so that, in addition to making informed mode and route selections, the driver travels these routes in a safer and more consistent manner. This physical object supports all six levels of driving automation as defined in SAE J3016. Initial collision avoidance functions provide 'vigilant co-pilot' driver warning capabilities. More advanced functions assume limited control of the vehicle to maintain lane position and safe headways. In the most advanced implementations, this Physical Object supports full automation of all aspects of the driving task, aided by communications with other vehicles in the vicinity and in coordination with supporting infrastructure subsystems.

Information Flow Security
Source Destination Information Flow Confidentiality Integrity Availability
Basis Basis Basis
Border Inspection System Transportation Information Center border crossing status information Low Moderate Low
This is all public information which is mostly available through public information channels. Some minimal guarantee of data integrity is necessary for all C-ITS flows. A flaw in this information will not cause much, if any harm. A higher integrity will allow this information to be of more use, but is not required for security reasons. DISC: Original V2I analysis classified this as LOW. Without this information there will not be any direct problem. A higher availability will allow this information to be more useful; however it is not a requirement.
Connected Vehicle Roadside Equipment Personal Information Device local traveler information Not Applicable Moderate Low
This data is intentionally transmitted to everyone via a broadcast. It can also be determined via other visual indicators. Some minimal guarantee of data integrity is necessary for all C-ITS flows. Flaws in this information will have a minimal effect on systems receiving it. All of the information can be verified through other means, and in a worst case scenario will only cause slightly increased traffic in the general proximity of the RSE. All of the information provided through this flow will be available from other sources and no systems will directly rely upon it.
Connected Vehicle Roadside Equipment Transportation Information Center traveler information application status Moderate Moderate Low
This information could be of interest to a malicious individual who is attempting to determine the best way to accomplish a crime. As such it would be best to not make it easily accessible. If this is compromised, it could send unnecessary maintenance workers, or cause the appearance of excessive traffic violations, leading to further unnecessary investigation. A delay in reporting this may cause a delay in necessary maintenance, but (a) this is not time-critical and (b) there are other channels for reporting malfunctioning. Additionally, there is a message received notification, which means that RSE can ensure that all intersection safety issues are delivered.

Typically MODERATE for applications with a high degree of commercial vehicle parking, but could be LOW otherwise.
Payment Administration Center Transportation Information Center toll data Low Moderate Low
Should be public information, little benefit to obscuring this information. Since actors may use this information to plan their travels, it must be correct. Corruption or manipulation of this data may lead them to make suboptimal decisions, costing time and/or money. This flow probably does not update often. The information within is distributed via many routes.
Personal Information Device Traveler traveler interface updates Not Applicable Moderate Moderate
Personalized data that includes directions and guidance for an individual, but eventually evident anyway. Should be accurate as the Traveler will be relying on this information for routing and related choices. Lack of accuracy will result in lack of confidence from the traveler as well as an unsatisfactory trip, leading to a negative feedback spiral. Users expect their devices to work. If information is not presented to the operator, the relevant applications simply won't be used.
Surface Transportation Weather Service Transportation Information Center transportation weather information Low Moderate Moderate
Typically intended for public distribution. There are several mechanisms by which weather information gets to a traveler, though given that the TIC may be performing some data fusion and providing value-added information, this data should be exchanged with some protection on its contents. Transportation Information Center Connected Vehicle Roadside Equipment traveler information application info Moderate Moderate Low
Transportation Information Center Media traveler information for media Low Moderate Moderate
This information is intended for distribution to all members of the traveling public. Traffic information needs to be accurate, as it will be used by travelers to make decisions regarding their travel. Inaccurate or corrupted data could reduce overall mobility and certainly impact individual drivers. There should be other means for getting this information, but as this is the 'source flow' for a wide area broadcast with a huge potential distribution, the breadth of the impact covers all travelers.
Transportation Information Center Other Transportation Information Centers alternate mode information Low Moderate Low
Generally, center-originating flows destined for a TIC don't contain any personal or confidential information, and are eventually intended for some kind of public consumption. Generally transportation coordination information should be correct between source and destination, or inappropriate actions may be taken. While useful, there is little impact if this flow is not available.
Transportation Information Center Other Transportation Information Centers incident information for public Low Moderate Moderate
Generally, center-originating flows destined for a TIC don't contain any personal or confidential information, and are eventually intended for some kind of public consumption. Publicly shared data about planned incidents should be accurate and delivered in timely fashion so as to enable end users to react appropriately; otherwise, signficant mobility challenges may result. Transportation Information Center Other Transportation Information Centers parking information Moderate Moderate Moderate
Does not include PII, but does include usage information for a managed facility that implies a number of vehicles. While this is observable information, it could be considered competitive, and regardless is accessible without being physically present, which is its own barrier. Generally transportation coordination information should be correct between source and destination, or inappropriate actions may be taken. While useful, there is no signficant impact if this flow is not available.
Transportation Information Center Other Transportation Information Centers road network conditions Low Moderate Moderate
No harm should come from seeing this data, as it is eventually intended for public consumption. While accuracy of this data is important for decision making purposes, applications should be able to corroborate the data in many instances. Thus MODERATE generally. condition info should be timely and readily available so that TMCs are aware of current traffic info, conditions, restrictions, etc. but should not have severe/catastrophic consequences if not

Transportation Information Center Personal Information Device broadcast traveler information Not Applicable Moderate Low
By definition this is publicly broadcast data. The distribution of this data is intended to be very large, as such the impact of corrupted data will be significant. Probably not HIGH, as there are other distribution channels for this data. There are multiple channels for the delivery of this information, so if this one is not available, others will work.
Transportation Information Center TIC Operator TIC operations information presentation Moderate High High
Backoffice operations flows should have minimal protection from casual viewing, as otherwise imposters could gain illicit control or information that should not be generally available. Backoffice operations flows should generally be correct and available as these are the primary interface between operators and system. By definition this is publicly broadcast data. The distribution of this data is intended to be very large, as such the impact of corrupted data will be significant. Probably not HIGH, as there are other distribution channels for this data. There are multiple channels for the delivery of this information, so if this one is not available, others will work. DISC: WYO suggests this is LOW.
Traveler Personal Information Device traveler input Not Applicable Moderate Low
This data is informing the vehicle of operational information that is relevant to the operation of the vehicle. It should not contain anything sensitive, and does not matter if another person can observe it. While public, information must be correct or travelers may make incorrect decisions with regard to their travel plans. Information is available through other means, though depending on the location this might not always be the case, in which case this would be MODERATE.
Traveler Traveler Support Equipment traveler input Not Applicable Moderate Low
Publicly available information, while not directly observable, is intended for widespread distribution While public, information must be correct or travelers may make incorrect decisions with regard to their travel plans. Information is available through other means, though depending on the location this might not always be the case, in which case this would be MODERATE.
Traveler Support Equipment Traveler traveler interface updates Not Applicable Moderate Moderate
Publicly available information, while not directly observable, is intended for widespread distribution Should be accurate as the Traveler will be relying on this information for routing and related choices. Lack of accuracy will result in lack of confidence from the traveler as well as an unsatisfactory trip, leading to a negative feedback spiral. Users expect their devices to work. If information is not presented to the operator, the relevant applications simply won't be used.
Vehicle Driver driver updates Not Applicable Moderate Moderate
This data is informing the driver about the safety of a nearby area. It should not contain anything sensitive, and does not matter if another person can observe it. This is the information that is presented to the driver. If they receive incorrect information, they may act in an unsafe manner. However, there are other indicators that would alert them to any hazards, such as an oncoming vehicle or crossing safety lights. If this information is not made available to the driver, then the system has not operated correctly.
Weather Service System Transportation Information Center qualified environmental conditions data Low Moderate Low
If this data were exposed there would be little to no harm, except that the exposure was not authorized and the sender had no knowledge of downstream data usage. That alone is difficult to judge as 'serious harm' so left at LOW. Since the point of this particular flow is to provide data that is already quality checked, corruption of this data would have a significant negative impact on the users of this data. This flow is used to help guide traveler actions. There should be other compensating flows and sources of this type of information if this one is not available, which justifies LOW.
Weather Service System Transportation Information Center weather information Low Moderate Moderate
WYO believes this should be LOW or MODERATE depending on the application. While there are many sources of weather information, some guarantee of correctness is justifiable to keep confidence in provided service. There should be other sources of this data. It does need to be reliable however; weather can change quickly, and depending on the destination and its operational strategies, timely response may be important.
